<p>The Regional executive committee of AIKVTA.Bengaluru Region in its decision decided to hold the  Biennial Regional Convention on 9<sup>th</sup> Febraury 2013.  in Bengaluru as mention above.</p>
<p>The delegate from KV”s of the Bengaluru Region will report to the venue.</p>
<p>The schedule of the convention is given as follows:</p>

<li>Reporting of delegates in the morning from 9 am to 10am.</li>
<li>Preparation of the delegate list at 10.30 am.</li>
<li>Tea at 10.30 am.</li>
<li>Inaugural function 11am to 12-30 pm. includes-</li>
<li>Well come ,Presidential address, inauguration of convention, Gen. Sec.report complementary speakars, vote of thanks.National Antham.</li>
<li>Commities, discussion, seletion/election, prepation of list of new office bearers</li>
<li>Presenting the list.</li>
<li>Lunch –</li>
<li>REC-meeting.</li>

<li>That there will be one delegate for each 30 members and in no case it will exceed 3 member irrespective of its strength</li>
<li>That delegates must be duly elected /selected by unit president concern and a certificate of its effect to be duly signed by the unit president /secretary or by the principal with stamp or its fairness and authenticity.</li>
<li>That annual subscription of session 2010-11/2011-12 is to be cleared at AIKVTA before the convention.</li>

			<content:encoded><![CDATA[<p style="text-align: center;"><strong>BEWARE …… THE DRACONIAN RULES!</strong></p>
<p><strong>1</strong>. <strong>Teaching is different from other professions. </strong>Speaking, Singing and the con sequel incessant use of vocal cord requires tremendous energy ;as such the singers and the lecturers must be careful and vigilant about their practices and performances .They are supposed to limit their performances within a safe limit every day and be conscious of the proper food intake and  providing  for sufficient intervals during the course of their performance everyday .Had the KVS conducted any study on this topic to reach up on a reasonable period of work to be allotted to the teachers? Why have the KVS authorities deviated from the conventional practice of allotting 6 hour 10 minutes work a day followed in the KVS and the 6 hour working day followed by other public educational institutions including the schools and college s run all over the Country? What type of additional recreational and welfare packages is set ready to extend the working of the KV teachers? On what ground the KV S authorities equate teaching with other type of vocation?</p>
<p><strong>2.</strong> The new allotment is done without any consultation with teaching community. The NCF 2005 clearly instructs the Educational Organisations that collective management is advisable than decision making by the administrative heads. Neither any discussion nor any involvement of teachers has taken place before finalizing the present policy of extending the working hours.</p>
<p><strong>3.</strong> The new decision is arrived at without any scientific base – no involvement of sociologists, psychologists, and backing of any feedback from different categories of people who are associated with multitude of day today activities in the Kendriya Vidyalayas– the decision has come unilaterally from the top and without any opinion from the real stakeholders.</p>
<p><strong>4.</strong> The new decision reflects the extreme indifference shown by the KVS authorities towards its teaching community – disparity is exposed when it is compared with the working hours of State Schools and the schools run by Delhi Administration – <strong><em>When the teachers of State Government schools and Delhi Govt.</em></strong> <strong><em>schools are working for 6hours the KV teachers are now directed to work for 7 hours and 20 minutes! This is nothing but discrimination and inequality.</em></strong></p>
<p><strong>5.</strong> When the State Govt. Schools are working for 5days the KV teachers are working for 6 days a week! When the State Govt. teachers get 1 hour break for lunch the KV teachers get half an hour break! The KV teachers have already been working for 40 minutes more than the State school teachers in all the years since 1965!Is it not enough for the KVS authorities to expect  from a community who suffer from the threat of all India transfers and unjust denial of  departmental promotions and assured and eligible financial up gradation?</p>
<p><strong>6.</strong> The KVS authorities have misguided the the Vidyalaya Community by creating a false impression that the extension of working hours from 6 hours to 7 hours 20 minutes is based on the clauses of the RTE .This is not correct at all<strong><em>. The </em></strong><strong><em>RTE</em></strong><strong><em> </em></strong><strong><em>contains no such singled out   direction. <span style="text-decoration: underline;">The RTE proposes a package of reforms which are interrelated and interdependent at their implementation level</span>. <span style="text-decoration: underline;">The basic element of this package is to strictly maintain the teacher-pupil ratio as 1:30.</span>especially in classes from 1to 5 before implementing all other related recommentations. Under no circumstances   this should exceed 1:40 in higher classes. But in almost all KVs the teacher –pupil ratio exceed this limit. Here the <span style="text-decoration: underline;">KVS authorities have violated the RTE norms by not adhering to the proposed teacher-pupil ratio.</span> <span style="text-decoration: underline;">Unless and until this crucial  basic rule of the RTE is followed there exists no scope for extending the working hours and increasing the burden of</span> <span style="text-decoration: underline;">teachers </span>;because the RTE proposal of 1:30/40teacher-pupilratio is aimed at reducing the stresses of the teachers and balancing their supervising capacities. Hence the first step to be taken is to accept the teacher –pupil ratio as per the directions of the RTE Act and implement it with all the infrastructural and recreational facilities proposed in the RTE Package; it is wrong to extend the working hours arbitrarily  , victimize the teaching community and make them the scapegoats in the name of  RTE implementation.</em></strong></p>
<p><strong><em> 7. When the teachers have many new additional responsibilities to carry out in the wake of the introduction of the CCE, why have the KVS authorities attempted to impose more burden on the teachers</em></strong>? The creamy layer of the top level KVS administration is acting arbitrarily by rating the teachers merely as their slaves. Remember: Almost all teachers of the KVS are in possession of the basic university education to understand the unwarranted ill treatment practiced by the KVS hierarchy towards the subordinates especially the teaching community. Moreover the public in India are not fools; there must be a limit for dictatorial actions on the part of the public authorities especially in a country like India that claims as the largest democracy in the world. Therefore steps should be taken at the earliest to end arbitrary decisions and start open discussion with the representatives of the teaching community before making any changes in the working hours.</p>
<p><strong>8.</strong> It is wrong on the part of the   KVS authorities to introduce changes in the working hours as and when they like. This type of unilateral decision cannot be treated as the implementation of the RTE Package. Beware: The RTE is aimed at the welfare of the teachers as well as the children. The RTE implementation pre-supposes many welfare measures that are not taken up by the Sangathan at all while proposing the lengthening of working hours.  Today it may be extended for 1hour 20 minutes but tomorrow it may be for 3hours or 4hours! What reasoning is there? Why don’t they reduce the teacher-pupil ratio to help the teaching community and satisfy the norms prescribed by the RTE?</p>
<p><strong>9.</strong> The Sixth Pay Commission, in fact emphasised the importance to be the given to the professions of teachers and nurses and also recommended to enhance their pay but it never make any additional recommendation of extending the hours of work. Here the KVS authorities have utterly failed in implementing even the eligible and much due financial up gradation in the form of MACP; instead taken a step to increase the working hours and load of work. This is equivalent to reducing the wages in <strong>‘real’</strong> terms. <strong>This is nothing but naked exploitation, degradation and demoralisation of the teaching community and violation of all that was envisaged by the Sixth Pay Commission</strong> – in fact, increasing working hours in another way means reducing wages only. It has clearly exposed the real intention of the KVS hierarchy to suppress all the aspirations of the teachers who have really toiled hard to sustain the reputation of this Number 1 pace setting organization in the field of National education in India.  It is quite interesting to see that the authorities have launched this anti-teachers policy when the entire teaching community of the KVS is planning for an all India protest against the non-        implementation of MACP to   KV Teachers. Thus the authorities are playing a tactic/game of bullying towards the teachers who are the real task bearers of this great organization. It is high time to stop the suppressive attitude of the authorities to crush the aspirations of the teachers .Instead they must learn to adopt a policy of mutual respect while dealing with the teachers as has been emphasized by the NCF 2005.Therefore we remind that the KVS  authorities  must refrain from extending the working hours of the teachers  till the implementation of Seventh Pay Commission in 2016; <strong>instead take necessary action to provide them with their  eligible rights by way of implementing the following two policies with immediate effect: 1.Implementation of MACP in respect of the teaching community of the KVS. 2. Restoring the practice of promotion (selection) from the cadres of PRT TO TGT and TGT TO PGT, this was stopped arbitrarily in 2008.</strong></p>
<p><strong>10. </strong>It is a fact that the teachers of the KVS have been already assigned with heavy loads of works in the form of class room activities   after the introduction of the CCE .At present they are struggling hard to meet the requirements demanded by the CCE. When they undergo such academic pressures, what need is there to assign them with more   works to complete every day i.e. for an additional hour and twenty minutes?</p>
<p><strong>11.</strong> As far as the teaching community of the KV is concerned this is for the first time that they are hearing about a lengthy working period of 7 hours and 20 minutes. They had no previous experience in this regard. The present administrative hierarchy of the KVS have innovated this idea mainly to suppress the teaching community and lower their bargaining capacity.</p>
<p><strong>12.</strong> It is also understood that many unwarranted jobs are going to be placed on the shoulders of the teachers by extending the working hours. Of course we all know that we the teachers have the moral responsibility of looking after the children as and when they enter the vidyalaya campus<strong>. In all these years the teachers have been doing this work voluntarily without any instruction. But to the surprise of all, the authorities have taken up this matter to justify their draconian decision to squeeze and overtax the teaching community.</strong> In fact the security of children during entry, exit, before and after the school hours should be met by the securities and maids already appointed by using the VVN contributed by the children. Instead of utilizing these facilities properly<strong>, the authorities are attempting to compulsorily shoulder such responsibilities to the teachers! That too without any additional payment!</strong> Many of the present joint commissioners of the KVS had earlier worked as teachers in this large organisation. They know very well from their own experience about the heavy work load of the KV teachers. Forgetting those past days and acting like strangers towards the teachers is quite surprising and unpardonable. <strong>Actually many years back ‘bonded labour’ has been abolished in India ; but this exploitative practice is reintroduced in the KVS by the present administrators! The KVS hierarchy acts like feudal lords by fixing the working hours of the teachers according to their will and pleasure!</strong> Today it is 1hour 20 minutes but tomorrow it would be 3hours or 4hours! What unprecedented ways are coming up in the KVS in the name of reforms? Are these Draconian ways progressive or retrogressive? Are these ways not reflecting crookedness and bullying tactics cooked up in the collective brain of the KVS authorities at the Head Quarters? All these attempts prove that the present administration in the KVS is not adopting the democratic ways of 21st century but clinging to the norms of the medieval feudal system which are quite contrary to the basic tenets of our constitution</p>
<p><strong>13.</strong> <strong>It is very interesting to note that the authorities have not touched the topic of refreshment, breaks/ rest to be allotted during the lengthy hours of work that they have suggested for implementation!</strong> When the State Govt. teachers enjoy 1 hour break during their 6 hours of public service the KV teachers enjoy just half of it i.e. half an hour daily. The deliberate silence on teachers’ refreshment makes it clear that the teachers have to do 7 hours 20 minutes of work with the same half an hour allotted conventionally for completing their lunch! What a cruel attempt is made by these administrators?</p>
<p><strong>14.</strong> As per the NCF norms the relation between the teachers and the higher ups should be based on mutual respect and equality; <strong>teacher’s voice should heard then and there and the higher ups should work for creating an ‘enabling’ environment for the vidyalaya community.</strong> But by taking arbitrary decisions and introducing the practices of bonded labour the KVS authorities have poo- poohed all the norms emphasized by our National Education Policy.</p>
<p><strong>15.</strong> <strong>Beware:</strong> <strong>The present policy of the KVS to extend working hours have nothing to do with either the RTE package or the NCF2005   or the CCE! In fact the entire attempt is contrary  to the principles of the RTE package, the NCF2005     and! the CCE</strong></p>
<p><strong>16.</strong> The KVS authorities project all the present attempts as the decisions of the Board of Governors! But who knows not that these are the crooked suggestions” ‘simply’ and ‘leisurely ’ratified by the so called members of the Board of Governors as their ‘normal’ and ‘nominal’ function?</p>
<p>Conclusion: There is no time  sit and observe .There is every scope for staying this  arbitrary decision in the Hon’ble Central Administrative Tribunal(CAT)  based on discrimination .This is not based on any scientific study of the teaching- learning process especially after the introduction of the NCF2005,RTE and CCE in Kendriya Vidyalayas.</p>

<p>As decided by the AIKVTA central body, all teachers of Kendriya Vidyalayas should wear black badges on 16<sup>th</sup> March 2012 to show our unity and to protest against the unilateral decision of KVS management to enhance the working hours by one and a half hours and long term pending demands. A Copy of the letter is issued to the Deputy commissioner of Bangalore region in this regard. Therefore you are requested to give a letter to this effect, to the principle of your Vidyalaya and cooperate whole heartedly in the agitation organized by AIKVTA.</p>
